Currently, a Table of Contents is added automatically to the top of the page when you have at least four headers. To force a table of contents to appear anywhere in the page (even if you don't have four headers), use

__TOC__

in the required area. To remove the table of contents completely, use

__NOTOC__

anywhere on the page.

There is also

{{rightTOC}}

which will float the TOC at the right. This should only be used for long lists.
